CARE is looking for a dynamic, self-starter who can own the setup and execution of its advocacy lead generation paid media campaigns. The goal of the campaign is to acquire new advocates and grow its email list while meeting key performance indicators (KPIs) set by the Advocacy team. This is not a job for someone who wants to plug and play; rather it is an opportunity to consider different approaches, constantly evaluate your choices, and redirect when needed. The Specialist is responsible for measuring and reporting on the performance of all digital paid advocacy advertisements and will manage relationships with vendors and engage external partners. This position will work closely with the Policy and Advocacy and Supporter Engagement teams that includes marketing, fundraising, digital, and advocacy professionals, reporting to the Director of Digital Fundraising and Advertising with a dotted line to the Digital Advocacy Content and Mobilization Manager. Understanding of day-to-day Facebook/Instagram Ads campaign management required.


  • Conduct and manage paid digital marketing campaigns
    • Set goals and implementation strategies for the digital advocacy paid advertising program, coordinating with the Director of Digital Fundraising and Advertising, Digital Advocacy Content and Mobilization Manager, and Executive Director of CARE Action. Identify trends and develop strategies to optimize spend, performance, and new growth. Conduct and manage digital marketing campaigns on advertising platforms such as Meta (Facebook, Instagram), Google Ads (YouTube, display, search), and third-party list buys, etc., proposing and implementing the right mix of channels to optimize spend and performance. Draft and produce all ad copy and creative (or submit creative requests from appropriate teams) before routing through final approvals. Create timelines and lead project management of campaigns. Support other non-advocacy campaigns to drive engagements around CARE's tent pole marketing moments.
  • Lead paid media reporting and analytics
    • Lead paid media reporting and analytics on all paid advocacy campaigns and assets. Track acquisition performance over time and retention of new advocates. Manage budget and track ad spend and performance on petition goals. Maintain regular reporting, including an ad performance dashboard, and result-sharing with key stakeholders and use analytics to make data-driven recommendations on strategies or campaigns.
  • Manage vendor relationships related to paid media strategy
    • Identify third-party vendor opportunities to help meet the goals of the paid media program. Manage relationships with third-party list buy vendors, other paid media vendors, partners, and consultants as needed. Process vendor invoices and meet other logistical requirements.
  • Represent digital advertising in strategic internal meeting
    • Represent digital advocacy in strategic meetings with advocacy, fundraising, and branding colleagues. Engage with the Advocacy team to stay informed of advocacy priorities, key moments, strategic direction, and legislative and engagement opportunities. Serve as internal expert on digital advertising, increasing digital advertising literacy across the organization through straying abreast of emerging trends, best practices, and peer/competitor efforts. Share research and insights on trends and practices with the broader US Programs team.
  • Support broader supporter engagement priority activities as needed
    • Support broader supporter engagement priority activities as needed, such as organic social media fundraising, social community management, and providing digital advertising expertise internally.


  • Bachelor’s degree or equivalent combination of education, experience, and training.
  • Will stay abreast of professional standards, best practices, and issues affecting this set of responsibilities, demonstrating continuous learning of the field.
  • 2-4 years of digital advertising
  • 2+ years of proven lead generation success with hands-on Facebook Ads management, including setting up, managing and optimizing ad campaigns within budget and to goals
  • Experience with audience, budget, and performance optimization and custom pixel placement within Facebook Ads platform
  • Data literacy and analytics experience, including reading, interpreting, decision-making, and results reporting using Google Analytics and CRM platform data
  • Project management experience
  • Experience implementing A/B testing, lead generation and awareness paid media campaigns
  • Strong organizational and project management skills, able to prioritize workload and multi-task, and work effectively in a fast-paced environment
  • Ability to communicate technical information to non-technical staff
  • Collaborative work style to effectively work within cross functional teams & across departments to deliver high-quality digital communications on schedule
  • Comfortable making decisions and driving them forward
  • Passion for CARE's mission and creative energy
  •  Experience with CRMs such as Phone2Action and Salesforce
  • Experience managing organic social media channels such as Facebook and other paid channels such as Google Ads
  • Working knowledge of inbound marketing, including search engine optimization and content marketing
